Two crucial, but often overlooked, metrics for detecting fraud and maintaining program efficiency is the measurement of the Utilization Rate and Average Cost per Life. Utilization Rate is calculated by dividing the total number of trips by the total number of eligible users. Likewise, Average Cost per Life is calculated by dividing the total dollars spent by the total number of eligible users. Each month, we measure Utilization Rate and Average Cost per Life for each contract and compare the data against past numbers in similar markets. This fiscal analysis alerts us to fraudulent and/or inefficient transportation usage by system riders.
